PS4 PS4 error - CE-32809-2

When I attempt to launch certain games or applications on my PS4 but I get error code CE-32809-2 every time. I have rebuilt, redownloaded, and made sure my connection is stable the application yet the error still remains. I have attempted to find what the error is but I can not find the error on PlayStation Help.

Try to find information by searching the error code on Google. A lot of times, the advise given by other gamers can be more helpful than the ones on the official PS site.
