In late December, hackers announced they had discovered a kernel exploit for PS4 firmware version 4.05, allowing them to release a mod software called PS4HEN. This software enables homebrew applications and the loading of backup game files. As proof, you can check out YouTuber Andrew2007 running a test homebrew application on his PS4.

While in the midst of getting deep into the PS4, it was discovered that the PS4 had a PS2 emulator hidden in its firmware. As a result, a tool has been developed for PS4HEN that allows you to run backups of PS2 games on the PS4. Games like Klonoa 2 and Shinobi have been proven to work on jailbroken PS4s.

You can only jailbreak your PS4 only if it really has a very old firmware on it. Recent updated PS4s can't be broken, yet.
 
not really as you will have a PS4 that can't use online and would be brick should you ever connect with homebrew on it.

I guest, A PC would be best for emulating older PS2 games, and a PC maybe to upconvert PS2 games to 4K like how some people upconverted Switch games like Zelda to run in 4K on a PC.

PC will always be the best, but having it on the PS4 would be for a better experience.

Porting PS2 games to work on PC maybe a good experience as well because not everyone know about emulators, and Steam is simple to use for most users. Steam is also compatible with many controllers like the Steam controller.

Most $400 desktop PCs maybe fast enough to run PS2 games.

Hrnnn, $400 would be an i3 with 8 GB of ram, if not less. I don't think it would run a ps2 game very well.

If you build a $400 computer with a decent AMD CPU and video card, and use cheaper RAM brands, you can build a decent Gaming PC for playing PS2 emulator ROMs. Most PS2 games were encoded in 480i found in standard definition TVs like those heavy tube tvs, so an i3 and 8GB of RAM may run PS2 games at its original 480i resolution.

The original PS2 had a 300MHz CPU, 32MB RAM, 4MB video RAM, and 150MHz CPU according to PlayStation 2 - Wikipedia , so an i3 and 8GB of RAM is more powerful than the PS2 console.

The PS2 was released in the year 2000. In 2000, the PS2 was cheaper than most desktop computers, and laptops. Sony most likely had to use a cheaper slow CPU, less RAM, and a cheaper slow graphics chip to keep the PS2 price affordable with their main buyers which are students, younger parents, and young people who usually don't have a lot of money to spend on electronics.

In the year 2000, home user electronics like game consoles, most computers, and DVD players were not as fast and advance. I remember many people still using floppy disk drives, dial-up internet, and MP3 and portable CD players in the year 2000.
