Sony's Al De Leon spoke with CNET and confirmed the company is looking into supporting non-gaming applications.
"One thing we did announce at E3 was a significant reduction in development tools for the PSP," he said. "The goal with that was to enable more developers to create content for the PSP. It will mostly be games, there is certainly an opportunity to look at non-gaming applications."
Perhaps this confirms the rumors circulating that Sony will reveal an app store at GamesCom this year?

I think most people who have PSP, have it for the games.
