Also likely, probably some form of both. Likely not enough players there currently to sell the expansion, so they're trying to get more people in and earn the money through DLC.

Finally, a good game that I can play. Definitely means they want to sell as much of the expansion because sales of the game probably stopped/slowed down drastically.
