Well there are many short characters. Like Edward Elric from Fullmetal alchemist, akatsuki from log horizon, rukia, toshiro from bleach ... The list goes on and on.
Most of the time, they get teased by their peers. I believe there is a character like that in working anime too.
So what are the other short characters that you know of guys?
Oyamada Manta from Shaman King! He was really short, like a chibi. Hmm, there's also Senritsu and Beans from Hunter X Hunter, Levi from Shingeki no Kyojin, Krillin (Kuririn) and Chaozu from Dragon Ball, Arita Haruyuki from Accel World, Genkai and Hiei from YuYu Hakusho, Meliodas from Nanatsu no Taizai, Victorique from Gosick. I think those are all the short characters that I know, but maybe I'm forgetting someone.
I have to say Denki Kaminarimon of Boruto, he's a computer nerd who's lack of height is compensated by his tech abilities. He stands 4 ft 6 inches or 1.38 meters.
