Should everyone be able to access Government websites without a paid ISP by using Free Government IS

Yes, it would be good if the police, fire dept., hospital, Army, Navy, City hall, government and the libraries website are free to access from home without subscribing to a paid ISP, or the city/government just provide free dial-up for accessing "ONLY" their government websites for people who can't afford Internet, but need to go on Gov. websites for accessing information about Government services like welfare, filing police reports, joining the Army and garbage collection schedule.

Although, there are already free dial-up internet services like http://www.netzero.net/free . But, they probably have a lot of time limits or require you to look at ads on your browser's toolbar when you use their free internet.
 
If I remember right from when I used netzero, the free thing was a trial run.
 
I think it is a trial, too, but I remember back in the mid to late 90s there were Ad-supported dial-up services which where horrible to use since you had to look at a huge ad-banners un;der your browser which took up a big chunk of your monitor. Plus, the ads also seem to slow down your internet and computer speed, so the internet was only good for e-mail, and text websites.
