Should YouTube punish YouTube partners who have misleading thumbnails?

Yes, I think YouTube should disable the Thumbnail feature for YouTube Partners who are Youtubers who get paid money to make videos.

For example, I see a thumbnail with a women wearing a bikini, and I get random videos of a riot, or men...

This is kind of misleading, and they're also scamming YouTube since they get paid a few cents for every view...
