Steam is finally getting a proper refund system. Starting today, users of Valve’s PC platform will be able to get a full refund on any game for any reason, provided it’s been less than 14 days since purchase and they’ve spent less than two hours playing.

You’ll be able to get your money back for DLC, bundles, and even pre-purchased games with this new system, which will make pre-orders feel like way less of a risk. (Once a pre-purchased game is out, Valve says the standard refund restrictions will apply.)

You can also get refunds on Steam Wallet funds, although they won’t be available for gifts, movies, or games purchased outside of Steam and used on the platform.

Also worth noting, via Valve’s FAQ:

    Refunds are designed to remove the risk from purchasing titles on Steam—not as a way to get free games. If it appears to us that you are abusing refunds, we may stop offering them to you. We do not consider it abuse to request a refund on a title that was purchased just before a sale and then immediately rebuying that title for the sale price.

No you don't need a reason as long as it is within 14 days and you've played less than 2 hours. I think that no one would really play every game for an hour and 50 minutes as everyone would want to complete the game if they like it enough.
 
This is good news for people who bought a game which does not run well on their slower, or older computer.
 
This is very good news, but it should've always been like this. It's really bad that only now we get refund, especially since so many games have been broken in the past. I haven't tried it yet, but from what I've read it works. I guess I'll see the next time I buy some broken game, and I don't think it will be long.
 
I'm sure there will be some people that look at this refund system as a way to demo games before deciding if they want to keep it or not.  You can generally get a feel for the game within 2 hours of playing.  Nonetheless I am glad they are implementing refunds, as it was much needed.
 
I think games like Tex Murphy which do have issues running will now be able to get refunds to the people who brought the game and it did not run properly on the PC. This is good news so if you buy a game and it does not work properly, you will be reimbursed fully which is a good thing to see on Steam. I reckon people should only get a refund if the game does not work or not working fully, and they need to be aware that if they abuse the system then the refund system will not be allowed for those people.
 
When it comes to offering refunds then I think there is always going to be some people that will try to abuse the system. That will apply to any market, not just video games.

There will be many more that won't though, so to implement refunds is a good idea and one they should have brought in a while ago to be honest.

Having said that, it wouldn't have affected me either way as I've always been quite happy with what I've got.

Would anybody have asked for a refund if they could have in the past, or is there anybody planning to now?
