Beginning next month, qualifying T-Mobile customers won't lose their unused data at the end of each month.
 
T-Mobile's Data Stash program allows users to save unused data for up to a year, and also includes 10 GB of 4G LTE data to kickstart the collection, according to T-Mobile. The Data Stash program is included at no extra cost for any new or existing customer with a postpaid Simple Choice plan and extra high-speed data.
 
“Can you imagine your gas station siphoning unused gas from your car each month? The US wireless industry is even worse," T-Mobile CEO and president John Legere said. "With Data Stash, when you buy additional high-speed data, there’s no need to lose what you don’t use. That data is rightfully yours."

I feel data limits on cell service should be unlimited, or at least in the TBs of data limits.

I think rolling over unused data is just a way to try to keep existing customers longer since you still need to subscribe to the service to get the data.
