When Dolphin launches as an early access game on the Steam Store, the team will share an article detailing the "process and features" of this particular version. Here's what the developers had to say about the initial announcement:

"We're pleased to finally tell the world of our experiment. This has been the product of many months of work, and we look forward to getting it into users' hands soon!"
It follows on from the same team receiving a Steam Deck ahead of release last year and trialing Dolphin on the unit with some exclusive titles.

Here's a bit about this version via Steam. It's also noted how "this app does not come with games" and requires you to "own an original copy of any game you want to use with Dolphin". This emulator will include support for 4K displays, modern controllers, netplay, is fully open source, and is once again a free download.

Return to an era of gaming before the advent of microtransactions and experience a diverse library of thousands of titles that were released for these consoles over a span of 15+ years. Yes it can run on hacked consoles.

“It is with much disappointment that we have to announce that the Dolphin on Steam release has been indefinitely postponed.

“We were notified by Valve that Nintendo has issued a cease and desist citing the DMCA against Dolphin’s Steam page, and have removed Dolphin from Steam until the matter is settled.

I heard the emulator is using a key cracker or something, that gets on Nintendo's nerves.

Using illegal emulators or illegal copies of games harms development and ultimately stifles innovation. Nintendo respects the intellectual property rights of other companies, and in turn expects others to do the same.”
 
Yep they were DMCA-ed and here is a statement posted on the Dolphin Emulation website:

It is with much disappointment that we have to announce that the Dolphin on Steam release has been indefinitely postponed. We were notified by Valve that Nintendo has issued a cease and desist citing the DMCA against Dolphin's Steam page, and have removed Dolphin from Steam until the matter is settled. We are currently investigating our options and will have a more in-depth response in the near future.

Nintendo will do anything to keep their money, but they still aren't offering a vast majority of these games or even preserving them. Especially if the ones you see in the resellers market aren't gonna be sold again, these games will not sell if Nintendo ever tries to reprint them because of this.

Essentially for the Wii games, instead of using their own codes to run the games, it loads actual Wii keys onto it. So if you “acquired” the keys yourself, nothing would happen to the team, but if the Dolphin team provides it, that’s the stink.

It’s like how some emulators require a bios file, but don’t offer it because of that reason. Same with the ROMs/ISOs

How can you play a Wii without using its keys? I feel like it has to do with something on the hardware that could be replaced or exploited.

I don’t know how it actually works, or how to extract it. It could be a software checksum thing. The intention with not providing it that you’re “supposed” to provide them yourself.
