The Sinking City

The Sinking City is an upcoming action-adventure mystery horror video game developed by Frogwares (known for Sherlock Holmes games) and published by Bigben Interactive. This game is like LA Noire that you have to investigate the mystery of the town in order to untangle the mysteries and why everyone were driven with madness.

I like these kind of games but I hope there's more to it because I have played a lot of mystery games and they ended up not surprising or sometimes dragging the story. Nevertheless, looking forward to it!

The Bioshock 1 and 2 were set underwater. In Bioshock Infinite, you can get a tentacle-themed power which gives you the ability to grab enemies using a magical tentacle grown from your arm.
