If your set-top box isn't quite router-like enough for you, there's the antenna-toting Orion R28 from Tronsmart, an Android TV Box that is now available for pre-order. Two models are available currently, with a third one being in the pipeline, all of them offering Android 4.4.
Two models, one featuring 8GB of internal storage and one featuring 16GB, are available for pre-order at $80 and $100, respectively. With either model you'll get 2GB of RAM alongside a Rockchip RK3288 ARM Cortex-A17 processor and Mali T764 quad-core GPU.
This does look like a pretty good settop box and game console for playing 4K video, Android games, emulators for the N64, Snes, PS1-PS2, and other consoles.
This console has a HDMI port for video which is digital instead of the older style Yellow, Red, and White cable, S-Video cable, or RF/coax cables which are analog which picture is less clear on HDTV, and 4K TV because analog cables were designed for Tube tvs.
I think the video would scale well, but there maybe black bars on the sides of the picture because NES video games are standard size instead of widescreen like newer consoles like the PS3-PS4.
