Unreal Portal Announcement Box -- Now Live!

To make the boards a bit interesting for new and veteran members, I've launched the Announcement box in the Portal main page.

And to make the box easier to be seen for new members and visitors, I've moved the Affiliates box to the bottom of the forum page (where it normally supposed to be like in other forums).
