According to the FCC (in the US) all it took before to be called broadband was 4mbps. (Though they have since raised that to 25mbps... but it'll still be a while before they start enforcing it and working on making higher speeds available to all.) While watching youtube videos on 4mbps is possible... expect a lot of buffering (and don't expect to be watching anything in HD easily...)
