You can see if converting the video file to MP4 or Divx video file makes the size of the video lower instead of using WMV, AVI, and other common video formats.
I think 720P should be good enough since a lot of people watch videos on their PC monitor, or laptop which is not a 1080P monitor.
60 frames per second video seems too fast when I watch 60 fps video it seems everything is "Fast Forward". I prefer 30 frames per seconds like TV and movies which are mostly recorded in 25-30 fps. 60 fps maybe good for playing game, but 60fps seems too fast when you are just relaxing and watching video on a PC monitor.
60 frames per second 1080P videos also seem to make my computer lag when I watch them on a web browser like Google Chrome.
Some Firefox users claim that Firefox does not support 60 frames per second YouTube videos. Internet Explorer does not support 60 fps according to different topics I read on tech forums.

Does not seem to work for me, or any one I've talked to. Is this a bug or is it Chrome only.
The best you can do is change the video format and that might reduce a little of its size without affecting the quality too much, but usually if you try to compress it too much, there is some level of quality loss. That's just how it is...
