Video game character which cares least about the environment?

Which do you think seemingly likes to just destroy the environment most, in a way which would make most Captain Planet villains look subtle?

Dr. Ivo Robotnik is definalty up there. Like he takes animals and turns them into robots. He has a waste plant next to Green Hill Zone in Sonic 2. He certainly doesn't care much for the environment. Heck in Sonic and Knuckles and Sonic 3 and Knuckles he burns down Angel Island act 2 I think.
