It seems to be built pretty much for PSVR, not sure how it would be without it.

It is sad, seems like for every one Xbox One game that comes out, PS4 has ten more coming out.

I don't pay a whole lot of attention to Xbox, sooooo, does it have quality?

I would argue, when looking at critic opinions on exclusives, that PlayStation seems to have both quality and quantity in comparison to Xbox.

xbox does seem to have the better shooters though.

In terms of straight FPS, probably. But again, when that's said we are referencing Halo (maybe Gears of War too?). I'd argue shooters are the best on PC (i.e. CSGO)
