Starters will never be catchable, but they nee to bring back in-game events to get them. In HGSS, you could get one from each generation's set, meaning you and your friends could trade and get them all. They even gave an extra one in the form of Torchic in the PokeWalker.

The items are still obtainable. The problem is that you can only have one of each of many items while hackers will just bring in as many as they need. This is one reason Item Clause (can only use each item once per team) is popular to prevent hacking.
