I think Google Chrome OS is the best operating system to moderate a forum since a moderator on most forums mainly just moderate a forum within the web browser on the forum website by deleting spam, troll, and abusive topics, and replies, and sometimes move topics to the right category/sub-forum on the forum.

Chrome OS comes with a web browser which many people know how to use since it is one of the leading web browsers online. It also has many add-ons, apps, and extensions which may make moderating faster if the moderator use add-ons like mouse gesture to go back and forward a page.

Chrome OS also less likely to be unusable after an Operating System Update unlike Windows where a single Windows Update, or Virus definition update could make a computer unstable, randomly reboot, won't stop rebooting, not boot up, or login. Plus, Chrome OS needs less maintenance like Scan disk, disk defrag, virus scans, spyware scans, registry cleanup, etc like Windows, so the moderator can spend more of his time moderating a forum rather than maintaining and repairing Windows which can use up a lot of time.

Chrome OS also is less likely to suffer the slowdown problems like Google Android because there are fewer apps, services, and programs running in the background unlike Android which has many stuff running in the background.

Linux can also be difficult to use for some people where installing a web browser requires you to type a command line if you use a distro of Linux which does not come with a web browser, or an app store.

All Chrome OS computer also come pre-installed with a Private guest mode user account, so you can easily use the Guest mode to securely login to a forum to start moderating even when using someone else's Chrome OS computer.

Chrome OS may not be very feature rich like Windows, but Chrome OS is a lot less likely to get a very bad virus like the Cryptolocker virus which locks Windows, and your files by using heavy encryption to lock your PC, and the virus demands payment in Bitcoin or other anonymous payment form to unlock Windows and your files. You can get Cryptolocker by just clicking a link in an e-mail, or website according to this video. The security expert also claims anti-virus programs are not very effective at stopping Cryptolocker from locking your PC.

Getting a Cryptolocker virus can waste a lot of time which can be spent moderating a forum, so at least with Chrome OS, you are a lot less likely to not be able to use your computer to moderate a forum.

I really don't think it matters for the OS and more for the browser. Besides wouldn't chrome OS be invading your privacy and all that?

I thought that the Cryptolocker virus has been dealt with last year, when they arrested its creators and released the method for curing the infected computers...

I think the OS matters since some operating systems like Windows 8, and Vista are not very good to use in the beginning when they still contain usability and stability problems. I also experience Internet disconnection problems when I was an early adopter of Windows 7 and Vista. The early internet bugs in Windows 7 and Vista made the internet so annoying to use because MS did not release a fix for their internet problems I experience. Windows 8 also made using Desktop programs like web browsers harder to use because of the Full Screen Modern Desktop, and other weird usability problems like No Startmenu and button.

I think all web browsers, online programs like Skype, and operating systems like Windows which can go online invade your privacy in some way as long as they are connected to the internet. The creator and its staff for a web browser, and operating system don't tell users that they are spying on them online because it is sometimes against the law. Law enforcement and the Government most likely uses web browsers, websites like Facebook, and most operating systems to spy on people when they are online according to Leaked government documents from Edward Snowden, Wikileaks, Assange, News reporters, and other government leakers.

Cryptolocker still exists according to http://www.theaustralian.com.au/business/technology/scam-email-with-malicious-cryptolocker-software-hits-local-businesses/story-e6frgakx-1227249918358which was posted in March 5, 2015.

FAKE payroll tax emails carrying the malicious Cryptolocker virus, which forces victims to pay a ransom before their computer files can be unencrypted, are circulating in Australia and overseas.

You may not be able to cure your Windows computer, and your personal files may still be encrypted and unusable if the version of Cryptolocker is made by someone else, and uses a different way to encrypt your files,  and use a different more advance longer encryption key password.
