I mostly modify other people's free templates, just change a few graphics, and paste a few widgets onto the page. It takes a long time to code a template from beginning to end, so I just usually modify others people's graphics and code.
 
For my forums I prefer creating my own theme, having a friend coding it, and doing all of the graphics myself as well :)
 
I damn myself everyday for not taking time to learn how to fully use gimp/PS as finding people to do GFX on the new is a pain. But I usually use other people's templates if stosh is too busy to make one.
 
I do my own skins. I have seen some very nice premades, but I don't like to have someone else's name on my forum. I want my forum to be original, and not look like 100's of other forums out there. Chances are, if you thought the skin you picked was nice, then so did the previous 100 people and so too, will the next 100.

Anyway, regarding my skins, I have a saying.. my skins may be crap, but at least it is MY crap. lol..

But seriously, being that I am kind of a beginner with CS2, and PS in general, I will say that it a miracle that I have been able to come up with the skins I have so far.. and so far, I've gotten only compliments from members on different forums that I have been to.
 
I tend to change the header image on my skins. I keep the HTML code as it is most of the time. I sometimes change the background image as well.
