Yes, in most cases, paid software typically have better user interfaces, and is a lot more user friendly and feature rich then a lot of similar free software I use. Although, I tend to pick my paid software very carefully, so I don't waste money or time.
A good example of well designed paid software with a great user interface and user experience is VIPRE Antivirus.
Notice how clean, and well organized the user interface is. Plus, how simple to understand the labels, text and icons are. Plus, the 3D and shadow effects on VIPRE looks very nice.
A lot of freeware with "no paid version" tends to have bad to average looking user interfaces, buttons, text, and graphics which look like a bad to average skilled graphic designer skills made the user interface of the program.
