In my experience, there seem to be more males who are web masters and web site owners, but I could be wrong. The few females which I know which own websites are usually hosted at Blogspot, Tumblr, and wordpress.com which I do not consider to be actually owning and making the website since they're free, and usually pre-made after joining and using a subdomain which belongs to a bigger company.
I notice on Forum Promotional sites like Forumpromotion.net most of the active members seem to be males who own forums and websites. There are only a few female forum I know of.
I think it all depends.. I have seen both genders get out their equally.. I've noticed that guys typically start the web, tech or gaming sites, and females with the chat sites..
