It's the exact same person that proudly goes around this forum to hint on the fact he's pirating software (read: blatant theft) in every single post he makes.
"Is it safe" is a common phrase used by such pirates that basically means "did Nintendo block all the possibilities to play games illegally yet? and if so, is there any new exploit yet?".
