Waluigi is owned by another company, Camelot, and apparently doesn't want Waluigi to have his own game yet. They only have his likeness in party and sports games.
Though looking from another angle perhaps Nintendo doesn't want Waluigi in his own game yet.
He hasn't had any significant appearances yet asides from spin-off games. Possibly the only significant one is Dance Dance Revolution Mario Mix, and that's a spin-off game. Heck, nobody even knows if he's Wario's brother or not. His first ever appearance was in Mario Tennis btw..
He was created because Wario didn't have an obvious partner. They just took the first bit of Wario's name and slapped luigi on the end. And before you say Wario's name isn't original, in Japanese it literally translates as Bad Mario.

Yeah, Waluigi isn't that much of a lone character nor stands out from the rest. It's like saying Toad or Dais should have his own adventure game... and even then I see more probable a game featuring a Toad hero than a Waluigi game.
Wario has a unique personality, Waluigi was made to match that personality. We can conclude that Waluigi was never meant to go solo in an adventure.
