Anyone know if it's possible to hook up wifi in a home without the use of a PC? Or if not, possible to just hook it up and keep it going without the need of a constant PC.

There is Powerline networking like the Netgear 85Mbps Powerline Network Adapter Kit which uses your home power outlets to connect your computer or laptop in a different room to the internet without Wi-Fi.

If you are talking about setting up Wi-Fi, you can usually use a phone or tablet's web browser to change settings on your Wi-Fi router by logging into it with a web browser on it once you put your Wi-Fi username and password into your phone or tablet with Wi-Fi.

Some routers made by D-Link also have an App for changing your Wi-Fi setting with a phone or tabler.

Well my grandma is looking to get a kindle fire and a PS3 and wants internet for those two things. But she really doesn't want a PC. But I don't see how you can hook up say a Netgear router through the internet.

Securifi Almond - Wireless N Touchscreen Router with a built-in touchscreen which let you setup the Wi-Fi with the touchscreen on it without any need for a PC. It cost $79.99 on Amazon, and an average of 4.5/5 stars from 460 reviews. I think you just need to plug in the Modem to the router, and use the touchscreen to setup the wi-fi username and password.

The PS3 have a wired internet port, and a basic web browser you can use to change setting in the router by logging into it from the Router setup page with a web browser by entering the I.P. Address in the address bar. If they are in the same room, you can use a long network cable to connect the PS3 to the router. I think the PS3 also supports USB Keyboard and mouse, so you can use them to setup the Wi-Fi.

Indeed, a Nintendo 3DS might work for setting up a router since the 3DS has a web browser, but I'm not sure if the web browser on the 3DS is good enough like Firefox, Chrome, Dolphin, or Opera Mobile for Android and iOS which can be used to setup a router.
