Yes, I think many mobile games for smartphones and tablets, and PC games will be made by independent game makers who make games from home or with friends since all you need is a computer, and know computer programming like Visual Basic, C#, Java, HTML5, Javascript, Flash etc to start making games for PC, and mobile games.
Although, their games probably won't be very popular since they can't afford TV advertising which is very expensive, so they probably mostly rely on Word of Mouth like the maker of MineCraft who is a indie developer.
While with a game console, you need a game console to test out the game, and some game consoles like the PS3 uses Blu-Ray, so playing back games is harder then just making a game with a computer programming language, and installing it on a PC.
There are also probably a lot more free tutorials online or books available for making PC games then console games since the PC been using the same or similar programming languages and software to make games for a long time.
