While users on more "generous" American caps of 150 to 300 GB might not run into problems with Windows 10 and its forced updates, the Sydney Morning Herald notes that some worldwide consumer groups are alarmed by how quickly the auto-updates gobble up broadband usage allotments.
Of course this isn't entirely Microsoft's fault. Especially since these updates can be suspended until you're in range of an unmetered connection:

Bluesky, the monopoly telco in the Cook Islands, charges $NZ49 ($43) a month for 3.5GB of data on its broadband service, plus 4 cents per megabyte thereafter. The service is mainly delivered by satellite through a partnership with 03b Networks.

It looks like Windows 10 is not a good operating system if you are on an internet plan with a low data cap like 3.5 GB a month, and 4 cents per MB afterwards since there are a lot of updates which get release for Windows, and it is harder to pick, and choose to only install the important updates, so you use less data.
It would probably be cheaper to buy the Windows 10 USB install disc from a store instead of download Windows 10, and install all the updates, and downloadable programs like Firefox, Chrome, etc for people with low data caps of 3.5GB for $43, and 4 cents per MB overage fee.
