Microsoft is reportedly building a variation of Windows dubbed "Windows 8.1 with Bing." It's apparently part of an experiment to offer the operating system with tighter integration to featured Microsoft apps and services—primarily, at least at first, Microsoft's Bing search engine.
 
Windows Bing may also be part of a plan to boost adoption by giving away the OS for free or at a reduced cost to both individual users interested in upgrading their Windows 7 machines and PC makers. The Verge reported Friday that Microsoft might give away a consumer version of Windows Bing for free.

It's good to know that there may be free versions of Windows 8.1 bundle with Bing.
 
if they are willing to bundle this for free, it shows it's failing and just now doing what they must to get it out.
 
I think Windows 8.1 is not doing very well because there are too many free operating systems like Linux, Android, Freebsd/unix, and Mac OS X Mavericks, so most people refuse to pay for operating systems anymore when they can buy a similar Apple, Android, and Linux computer where the operating system is free, and they just pay for the computer, and labor to assemble the computer.

Windows is just joining the Free and Cheap Operating System category, so more people will use Windows. I bet, Windows 9 and beyond will have a free, or cheap version, so newer Windows OS will be more heavily used.
