It is hard to compete with affordable cheaper Google Android phones made by Samsung, ZTE, Motorola, Hauwei, and LG  which a lot of people can afford to buy without a contract, or as a prepaid plan because some are as cheap as $50 for older models running Google Android 4.0-4.2 which is good enough for most average users.

There are also a lot of older people who like cheaper regular cell phones without internet access, apps, and features like a good camera.

I think adding the name Windows to a phone's operating system will make some people dislike the phone without trying it because people may think their phone has a desktop operating system like Windows XP, and 7 on the phone with a touchscreen.

Windows Phone also has fewer apps than Apple iOS, and Google Android which has most of the popular apps like YouTube, Instagram, and newer mobile games.
