Would Operating Systems be cheaper or free if MS did not have a monopoly over desktop software?

I predict, If Windows did not have so much power over the PC operating system market, Windows probably sell the Windows Install Disc for 50 dollars or a more reasonable price then 100+ dollars, and more computer hardware and software companies would probably make products which work on non-Windows Operating Systems like Linux, Unix, Mac OS X, Solaris, etc.
