The Xbox Live service is currently experiencing "limited" functionality for social and gaming.

The Xbox service status page states that the limitation for both Xbox One and Xbox 360. It states that users may have trouble accessing or retrieving data stored using cloud storage, managing friends lists and tracking what friends are doing.

“Are you unable to purchase content in the Windows Phone Marketplace? We'll get to the bottom of this!,” the page states. “Additionally, we’re aware that some of you are unable to upload Worlds in Minecraft: Xbox 360 Edition. Thanks for staying patient while we get everything back to normal! We’ll update you again in 30 minutes.”
The official Xbox Support twitter account assures users that Microsoft is aware of the problem and working to get friends list fully operational again.

I feel like this issue will only get worse as the year goes on.

The weird thing is I had limited xbox live as well, but I had it a week ago, I could not view DLC for games or install updates for games.

But since Thursday of last week it has been working perfectly for me.

It sucks that they keep being put in a position to have to make it up to customers though. I mean most people would just rather the service worked, and was left alone by outside forces. I mean they're paying for access to the service so they just want to be able to use it.

To have some idiot mess with XBL (or PSN), take it down or put it offline because they think it's fun? It's aggravating. Even if they were doing it trying to send a message about these companies business practices (Sony and Microsoft) at the end of the day they're just screwing with the consumer who don't care that much about the hacker's message but are still affected by their actions. All their actions do then is cause people to turn against them.

it sucks that these companies have to be in the middle, taking heat on both sides. I fear it may get to a point they say screw it and shut down.
