Instant on, pshh, back in my day you had to get up and press the power button :P
 
This seems kind of complicated. The Xbox One should just come with a Shutdown option like Windows and Linux where you click on the Shutdown button in the startmenu, and it would shutdown the entire computer except for the power to the motherboard from the power supply because the power from the power supply is needed for the ON Power button to work on the PC Case.

I like the previous console generations like the PS2 Slim and older where you just need to hold the power button for a few seconds to shut it down.
 
I can see why they did this, try to make it possible to increase boot times every now and then if you select the more power intensive option. I don't own an Xbox but I use a similar feature with my PS4 - always have it in rest mode, that way it updates in the background and can turn on extra quickly.

I agree people who use fast start up will pay more money in electricity. There is also a possibility of your console's power adapter, and parts wearing out faster if they are always using a some electricity to stay powered on to download updates, and start-up faster, so your console may not last as long if there is always power going to the console, and it is never fully off.
