Xi3: Piston Beats Steambox.

According to the Article in the link you posted, Piston would come with Windows, so it is true in some ways, but if someone just install Windows on the Steambox wouldn't they both be able to play the same amount of games?

Paying for the Windows 7/8 license for Piston would most likely drive up the price since Windows 8 Pro OEM cost $140 or more unless Piston somehow got a discount from MS for being a system builder.

If the Steambox let you upgrade the video card by opening the case, taking out the old card to install a faster card than the Steambox may be able to play more games in the future since upgrading the Piston seems kind of difficult, or expensive because of the small case, and proprietary design unlike regular PCI, AGP and PCI-Express cards which use a more open design.
