So, I read an article that said I can now run Homebrew on my 3DS, as long as the firmware is anywhere from 9.0 to 9.9.
The best part was tat the article was written yesterday -- August 21st, 2015. So when I read up on it, I quickly got to the 3DS Homebrew site and downloaded the files.
After I followed the instructions for TubeHax (YouTube's the only thing I have on my 3DS that I can enable Homebrew with), though, I got a network error. It didn't take me to a firmware-selection screen. I followed the instructions, I even have proof for when I set up my SD card...

So, as you can see by the ever-so-obvious notes I edited in with Google Drawings, I placed the boot3 executable in the root, which, as I understand it, is the first thing you see when you open your 3DS's SD card.
I put in the new DNS server address: 107.211.140.065.
So, what's the issue? I would assume it's my 3DS's internet, because even before I changed the DNS server address it was cycling between Internet, Enabled, Streetpass, rinse and repeat. Might there be another problem?
EDIT: I noticed that after going through the System Settings instructions, Streetpass appears most of the time, but Internet will appear rarely.
