Yes, I think most budget consoles which cost 199 or less like the Wii which uses SD cards for saving and storing games, and the Xbox 360 Arcade with 4GB of flash memory storage for storing game saves will continue to use flash memory and SSD in future versions of the Wii U and the next Xbox 720 Arcade mainly because Flash Memory is cheaper then a hard drive since you can get a 8GB SD Flash Memory card for 10 dollars vs paying hundreds more for a bigger hard drive.
