Easy......
Let's look at the decimal of [sup]2[/sup]/[sub]3[/sub]
The decimal would be 0.6666666666666666666666666666666666666666666666666666666666666666666666666666666666666666666666666666...... etc
But if you simply wrote 0.6666666666666666666 the last 6 would have to be a 7, because you'd be writing it to 19 places, and because the next 6>=5 then the 6 rounds up to 7.
In otherwords, 2/3 in decimal places from 10 to 1 is:
0.6666666667
0.666666667
0.66666667
0.6666667
0.666667
0.66667
0.6667
0.667
0.67
0.7
However, with 0.99999999999999..... etc, it would be:
1.000000000
1.00000000
1.0000000
1.000000
1.00000
1.0000
1.000
1.00
1.0
Why?
If you round 0.647238 to 5 decimal places, the 8/1000000 rounds up to 10/1000000 which is equal to 1/100000 which adds on to the 3/100000 to make 4/100000 and therefore, it's 0.64724 to 5 decimal places.
Again, to 2 decimal places, the 7/1000 rounds up to 10/1000 which is 1/100 which adds on to the 4/100 to make 5/100 so the decimal to 2 places is 0.65
But how does it work for 0.999999........ well I just told you... but I'll say it again.
Let's just write it as 0.999999
If you continue to write it, the next number would be 9, but we're rounding it to 6 places, so that 9/10000000 rounds up to 10/10000000 which is 1/1000000 which adds on to the 9/1000000 which makes that 10/1000000 which is 1/100000 which adds on to the 9/100000 to make 10/100000 which is 1/10000 which adds onto the 9/10000 which makes that 10/10000 which is 1/1000 which adds onto the 9/1000 which makes that 10/1000, which is 1/100, plus the 9/100 = 10/100, which is 1/10, added onto the 9/10 makes 10/10 which is 1.
