When I think about it, the whole way you get a uber powerful legendary Pokemon just before the elite four kind of takes much of the challenge away from the finale.
Sure, they're not invincible and you can lose to your opponents if you try taking on literally everything with just one Pokemon, but you're given a Pokemon like Ho-oh/Lugia/Groudon/Kyogre/Deoxys/Dialga/Palkia/Girantina etc that can't really be matched by any normal monster in the game.
They're also pretty good 'crutch' characters for anyone who forgot to level up an actual team too, but part of me thinks giving them away right before the supposedly most difficult part of the game might be making it a little too easy, right?
