Etsy and eBay gift cards

I don't think they are similar to Amazon gift cards.
I have seen all the restrictions and there are just too many. What do you guys think?

For eBay you need to have a US shipping address and you need to have a payal account with a US Bank account.
As for Etsy, it's restricted to each shop
