I'd say kids should really only play up to rated T until they're about 12 or so. Then you can get them to tamer M rated games like Halo.

I think it's rare that I'm not playing a video game that isn't kid friendly because I'm normally playing a Mario game or a Harry Potter game of some sorts.
Not with GTA games. They are the same thing no matter how you view it.

Seriously, I'm not letting any kid I know play any GTA games till they come of age.
