It could just be a flag in their code. I don't see how they couldn't know as long as the game is connected to a server.

All they had to do was hard code the action = ban into the game. But how is it done cm2 ?

What Artisan said. FS is using bingmap data too so they can just hardcode it using "if case" statement using the coordinates of the said building onto the game code and if the game code detected a collision between a player aircraft and the said building it will turn on a flag and thus it's detected.
