This was my thoughts exactly.
There have been mobsters that have gotten away with a lot of things like killing people and they get away with it because no one can find the body or come up with any eye witness'. The only way the feds have been able to get them and put them in prison is tax evasion.
In which sometimes they cut a deal to pay a certain amount of money that's very huge.
