Is KH3 coming out for PS3 or PS Vita?

Neither, it is PS4 and Xbox One.
 
Technically is coming to Vita...
Since, if I recall right, most PS4 games (except ones that require use of the PS Eye camera/PS Move) let you remote play them on the Vita. 

But for a Kingdom Hearts game specifically designed for the Vita? Hard to say. They haven't announced any details on it yet. (Might not until E3 2014...) And even then they might not want to make a KH3 for Vita. (Even though that could be a good idea... Especially if it had some cross-play with the PS4 version.)

I kind of can't see them developing KH3 for PS3 though simply because they probably want to take advantage of the new hardware. (This is Square-Enix afterall... they turned FF13 Versus into FF15 to play with the new hardware. )
 
I think if most Playstaion gamers are still using the PS3, and don't own a PS4 or Vita, Square will eventually make a version of KH3 for the PS3 like how Square makes a version of Final Fantasy 7 for Steam, and older FF games for Android, iOS, and PC gaming platforms because there are a lot of gamers on PC, mobile, and older gaming consoles which are interested in playing older FF games.

I highly doubt they will go backwards system for a game. The only reason steam got it because it's still current and popular.
 
Square listened to their fans who use Steam, so they publish FF7 to Steam. Plus, selling older games on Steam is better than gamers emulating FF7 on PC, Android, and other platforms where Steam and Square gets no profits when people freely emulate their games because the Playstation 1, and FF7 is no longer sold at retail stores anymore.

There are now online petitions, and crowdfunding like Kickstarter, so if enough people sign a petition, or use crowdfunding, Square may eventually make more older games, and newer games like KH 3 available for PS3, Xbox 360, PC, and other platforms if there are enough fans who want to play games on PCs, consoles, and devices they already own instead of needing to buy a new console for the sake of playing one game.
 
I read Online Petitions sometimes work at getting cancelled TV shows to not be cancelled anymore if there is a lot of fans who signed the online petition, or support for the show to continue. I bet if enough people show support for a game to be publish on other consoles, and platforms, they will eventually be on other platforms if they are not exclusive games to a certain console.

There are also other forms of payment like Credit Cards, Debit Cards, and Bitcoin, so Paypal is not the only form of payment.

The people who made a pledge to Kickstart a game usually get an item when the Game is finish. For people who pledge more money like $60, they get an early download of the game, or a game disc sent to their home. For people who pledge $10, they get a mention in the closing credits of the game sometimes.
 
I doubt that Square Enix will ever release it on the older generation. If anything, they might release it on PC, if there's enough demand for it on there.
