I personally think Silent Hill is better than Resident Evil. I've only watched other people play both, but from what I've seen gameplay wise Silent Hill looks more creepy and fun. I want to play both series at some point though.
Silent Hill focuses more on the Psychological horror aspect of horror rather than pure creepy killer creatures while RE focuses on the creepy killer creatures horror thing with almost no psychological aspect to it. So yeah Silent Hill is waay creepier as it can conjure any type of creepy looking killer creatures and creepy places in an instant lol and once you are inside the city it's very hard to get out of Silent Hill, while in RE it's easier to get out of the city as there are no Psychological stuff blocking it like in Silent Hill. Like Dead2009 also said before.
