Producing anime just for the sake of the novel or manga ?

I believe some agree are made to get more popularity to the novel or manga.
Do you agree with that? Or do you think it's a bit of farfetched assumption?

I can see that for shows that only got a 12 episode run and never concluded, despite the manga being done for years.
