Puzzle Swap - Spot Pass features?

Okay, so I got the new Kirby 20th Anniversary Puzzle Swap Panel last night from Nintendo while I was home (not street passing).

And I thought I saw something about a new Spot Pass feature in the message. But I clicked through it before I read it all.

Can anyone tell me what this means?

And which puzzle panels exist so far?

I have Metroid and Zelda: Ocarina of Time.

I think it just means that new updates to the mii puzzle swap will be given through spotpass.

How would you get the updates if they weren't by spotpass?
I think they're only used for events and such..
