Amazing, soon some smartphone will have as much RAM as the Xbox One, PS4, Steam Machine and 2013 Gaming PC. 

I wonder if this would mean soon a Smartphone will have better graphics than a PSP Vita, and comparable graphics to the PS4, Xbox One, and maybe even PC when 8GB of memory is combined with a faster CPU.

No, they do not, but 8GB of RAM would convince some people to buy a Smartphone with 8GB or RAM capable of displaying 4K video on a 6 inch 4K touchscreen like how Apple iPhone 5 users now has a 64bit Multi-core CPU.
