Should Elementary and High School kids be able to go out of school grounds for lunch?

Yes they should. As long as they come back in time for their next class, i do not see a problem. I think schools need to stop being so uptight and stop putting a tight reigns on these kids. If the kids at a particular school are well behaved and have proven track record of acting responsible, they school should let them go.

Same here. We were leaving campus for lunch when I was in Junior High. I guess schools have changed a lot since I was younger lol.
 
I wasn't allowed to leave school grounds for lunch until I was in junior year of high school.  I'm jealous of those of you who got free run off campus from junior high on ...

I'd think once students are at an age where even their parents figure letting them run around outside on their own is safe, then the schools can probably lax up on it too.  They'd probably need to have slips signed by the parents for this to happen, though.
 
Bah. Slips, please. Kids should be allowed to leave campus for lunch when they're old enough to take care of themselves and you can always, make it mandatory for there to be a buddy system. Where kids can leave for lunch in 2's or 3's.

In all honesty, there is no reason why a student should ever leave the grounds. The school should provide enough resources on campus so they don't have ever have to leave. You've got a canteen, use it.

It's not a matter of the kids being 'old enough' to be out on their own, it is a matter of their safety being the school's top concern and that can't be provided if the students are wandering around at various times of the day.
Bingo.  The whole point of school is to provide a safe place for the hours while guardians are at work.  Plus, a majority of kids are smart, have some common sense and street smarts, but it's those few that you just want to hold and say, ''you poor thing''....those are the kids i'm worried for if we allowed kids to leave.  Highschool upperclassmen on the honor roll on the other hand, I could see giving some benefits to them.  Plus that adds incentive to the other kids.  Do you want to be the cool kid hanging in the park during lunch with some friends, or do you want to be the lame kid who has to eat that chef's choice special because you didn't study for anything ever.

Pff, I was an emancipated minor and they made me sign my own slip to go off campus back in high school.  I was signing all my permission slips for anything by the age of 15.  They are ridiculous but they kind of let the school off on accountability if anything was to happen.

What kid rolls off campus solo, anyway?  That's no fun.
