For those of you who haven't watched it @IntoxNitram the video explains that the gaming numbers haven't really increased since like the PS2 days, but the cost to make games has tripled since then and a $60 price tag on a large demanding single player game doesn't really pay off anymore vs a online game where makers continue to make money.
Most likely why GTA 5 never got more offline expansions.
They're typically cheaper to build than multiplayer (local and network) games, plus most players would have bought a copy. I'd say it's highly unlikely to happen
