Is the game still active for 3DS? Or the servers shut down?

The servers are shut down, but you can still play the game! You can send courses locally through streetpass, and do the super challenges! Uploading 3DS courses to the internet was never a thing, but when Nintendo Network was still active, you could play some (not all) courses that users uploaded on the Wii U version, and download them! You could not search Wii U courses by ID however!
