My best Kill/Death Ratio for MW2 was 18/7. 7939 kills, 5725 deaths. 192 headshots only, highest streak of 6. 514 assists. Been playing for 3d 2h 37m. I kinda suck, but been having a lot of fun.

It's called sleet.
The weather here is clear here. It's also like 50-60ish degrees.
If it's celcius, You would be almost burning up.
